Walter Kulyk Kulyk has had over 40 years of responsible federal government experience in the oversight of programs involving capital construction, and research and development involving mass transportation facilities and services. This experience included oversight of the construction of mass transportation heavy rail systems, automated transit systems, and public airport facilities and terminals. His research and development experience has included the management of complex programs involving intelligent transportation systems for bus and rail operations; maglev; advanced group rapid transit; bus rapid transit; advanced propulsion systems for buses; and transportation demand management. His last position with the federal government was Acting Deputy Associate Administrator for Research, Demonstration and Innovation with the Federal Transit Administration.

Mr. Kulyk is a registered Professional Engineer. He has recently retired from federal service, but is still professionally active. He is the present Chair of the Transportation Research Board’s (TRB) Committee on Automated Transit Systems, and a member of TRB’s Public Transportation Group. He is also the Chair of the Rail and Transit Council of the American Society of Civil Engineers (ASCE) Transportation & Development Institute (T&DI), member of ASCE’s Transportation Policy Committee, and is on the Board of Directors for the Advanced Transit Association (ATRA). Mr. Kulyk is a past Chair of the ASCE T&DI’s Public Transportation Committee, and past Chair of the Asia Pacific Economic Cooperation’s (APEC) Intermodal and ITS Experts Group. Mr. Kulyk was also an active duty military officer with the U.S. Air Force during the early part of his professional career.
